These were purchased in *extreme* bulk at a freight liquidation earlier this year, and they were brand new in large metal bins.  We packaged them in heavy Ziplok bags for resale.  Excellent quality spacers, lightly chamfered so there are no burrs or rough ends, and not bad as far as dimensional variation across the lot.The inside diameter of most of these runs a bit tight for a #8 or M4 machine screw, unless you hammered or pressed them on.  However, they will freely accept anything smaller, such as #6 or 3.5MM.  We didn't measure each piece obviously, but we did measure quite a few individual pieces and came up with the dimension range below.
